Utah man accused of raping child while out on bail for sex assault against another child

SALT LAKE CITY (KUTV) — A 45-year-old Salt Lake County, Utah man is accused of raping a 14-year-old girl while he was out on pretrial release for another case involving the sexual assault of a child, according to the Unified Police Department.

Gregory D. Allen, who is awaiting trial in Sandy, Utah for unlawful sexual activity with a minor, took advantage of the 14-year-old girl on Oct. 27, according to a probable cause statement. The girl was emotionally distraught, having just learned that her mother might have cancer.

Allen is a friend of the teen's mother, and the victim was over at his house with Allen and Allen's daughter. The victim told Allen that she was "having a difficult time" having learned about her mother's possible cancer diagnosis. Allen offered to talk to the girl about her mother's possible cancer diagnosis in his bedroom. That's where, according to the PC statement, Allen offered the girl a "dab," which is a waxy marijuana product that contains very high levels of THC, the psychoactive substance in marijuana that gives its user a high.

The girl declined to smoke the dab twice, but Allen kept insisting, so she eventually smoked some dab out of a glass pipe. After smoking the dab while sitting on Allen's bed, the girl said she felt weak with numbness in her hands. This is when, police say, that Allen pushed the girl onto her back where he began kissing her lips, neck, and chest.

Allen then pulled down the girl's pants and performed oral sex on her against her will, as she told Allen to stop. He did not, the PC statement says. After a while, Allen pulled down his pants and raped the girl, police say.

During the rape, there was a knock on the door. Allen pulled up his pants to answer while the girl was able to leave the bedroom. The girl texted a friend that Allen had raped her. That friend took the girl to police, who told her to go to Primary Children's Medical Center to get a sexual assault examination.

After leaving the hospital with a family member, Allen texted the girl, saying "it would be best if she did not say anything about the incident," the PC statement reads.

On Nov. 17, police made contact with Allen, who admitted to them that he gave the victim some dab while the pair were in a locked room.

Allen was out of jail on pretrial release for a felony case in Sandy regarding "unlawful sexual activity" with a minor. The PC statement reads:

The court finds substantial evidence to support the charge, and finds by clear and convincing evidence that [Allen] would constitute a substantial danger to any another individual or to the community, or is likely to flee the jurisdiction of the court if released on bail. Gregory D Allen exhibits behavior that shows a threat to young minor females in the community. This will be the second incident since 2019."

Allen faces the following charges:

  • Rape, a first-degree felony
  • Sodomy, a first-degree felony
  • Endangerment of a child, a third-degree felony
